    The subcommittee met, pursuant to notice, at 1:13 p.m., in room 2255, Rayburn House Office Building, Hon. Christopher H. Smith (chairman of the subcommittee) presiding.

    Mr. SMITH. The Subcommittee will come to order.
    The Subcommittee on International Operations and Human Rights meets today in open session, pursuant to notice, to consider H.R. 2358, legislation introduced by Ileana Ros-Lehtinen, to enhance U.S. efforts to monitor the progress of human rights and democracy in China.
    The Chair lays the bill before the Subcommittee. The clerk will report the title of the bill.
    Mr. REES. H.R. 2358, a bill to provide for improved monitoring of human rights violations in the People's Republic of China.
    Mr. SMITH. The clerk will read the bill for amendment.
    Mr. REES. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, Section 1, Short Title. This Act may be cited as the ''Political Freedom in China Act of 1997.''
    Mr. SMITH. Without objection, the legislation will be considered as read.
    Are there any amendments to the legislation? I certainly don't have any. Let me just say this is a very important piece of legislation.
    Without objection, my full statement will be made a part of the record. And Mr. Lantos, who could not be here, wants to go on record as fully in favor of the legislation, so any comments he cares to submit will be made a part of the record as well.

    Mr. SMITH. If there are no amendments, which there are not, the previous question is ordered. As many as are in favor of the legislation will say aye. Opposed, no. The ayes have it.
    At this point I would move that the Subcommittee report the bill, H.R. 2358, to the Full Committee, with a recommendation that the bill be reported to the House.

    Mr. SMITH. The second order of business is legislation before us, H.R. 2232, a bill by Mr. Royce, to enhance Radio Free Asia and other international broadcasting to China.

    Mr. SMITH. Without objection, the amendment in the nature of a substitute will be considered as having been read and open to amendment at any point.
    This legislation before us is very important. It enhances the amount of time, and provides significant funds to Radio Free Asia and Voice of America to beef up their operations to 24 hours from currently a 5- and 10-hour day, for each of those. So this tracks what we did on the floor.

    I offered the amendment on the floor to the State Department Reauthorization bill, and I thank Mr. Royce for bringing this legislation before the Subcommittee, and also for accepting our amendment, which does not take the funding from the refugee budget. That's the major difference between the two before us.
    Are there any other amendments to the amendment in the nature of a substitute? Obviously, there are not. The question is on the amendment in the nature of a substitute, as amended. As many as are in favor will say aye. As many as are opposed to the amendment will say no. The ayes appear to have it. The ayes have it and the amendment is agreed to.
    The Chair now recognizes myself for a motion. I move that the Subcommittee report the amendment in the nature of a substitute just passed to the Full Committee, as amended by the Subcommittee, to be reported to the House.
    The question is on the motion. As many as are in favor will say aye. Opposed, no. The ayes appear to have it. The ayes have it and the motion is agreed to.
    We will leave the record open because Mr. Royce apparently is voting, as are the other members. Staff counsel advises me, just to make sure the record reflects it, this was fully in concurrence with the minority staff and Mr. Lantos, so everything is on the up and up and in order.
    The Subcommittee is adjourned. Again, the record will stay open for statements by Mr. Royce and others on the Subcommittee who would like to have their remarks so recorded.
    The Subcommittee is adjourned.
