EL SALVADOR ON SUCCESSFULLY COMPLETING FREE
AND DEMOCRATIC ELECTIONS ON MARCH 16, 1997

The Committee met, pursuant to notice, at 1:36 p.m. in room 2255, Rayburn House Office Building, Washington, DC, Hon. Elton Gallegly (chairman of the Subcommittee) presiding.
Mr. GALLEGLY. I call the Subcommittee to order. And today before we start our hearing, the Subcommittee will consider a bill introduced by our colleague and good friend from North Carolina, Mr. Ballenger. The clerk will report the bill.

Ms. FEIOCK. House Concurrent Resolution 88 congratulating the
Mr. GALLEGLY. Without objection, the bill will be considered as read. And I would like to recognize Mr. Ballenger.
Mr. BALLENGER. Thank you, Mr. Chairman. I will be brief. H. Con. Res. 88 simply congratulates the government and the people of the Republic of El Salvador on successfully completing free and democratic elections. On March 16th, 1997, El Salvador held free, fair elections for 84 national legislative assembly seats and 262 mayoral and municipal counsel posts. This was yet another milestone in the normalization of the democratic process and I commend El Salvador for its efforts.
El Salvador has come a long way since the 1980's when the Nation was in the midst of a terrible civil war, a war that cost tens of thousands of Salvadoreans and left the country in shambles. Now the Salvadoreans have replaced bullets with ballots and the stark contrast between war-torn El Salvador and the El Salvador of today is a tribute to its people and its leaders.
El Salvador has taken huge strides toward implementing the 1992 peace accords and we as Americans must continue to show support to our neighbors through this long and fragile process. I hope you will join me in congratulating El Salvador on this most remarkable accomplishment. Thank you, Mr. Chairman.
Mr. GALLEGLY. Thank you, Mr. Ballenger. I appreciate your leadership on this. And as chairman of the Subcommittee, I want to commend you again for introducing the bill and want to join you in congratulating the people of El Salvador on their recent legislative, mayoral and municipal elections which clearly demonstrates the desire of the people of El Salvador to continue their commitment to build democracy and to support the democratic process.

Are there any amendments to the bill? Mr. Menendez, we are marking up the Ballenger El Salvador resolution. If not, the question is on passage of the bill. All those in favor will signify by saying aye.

Mr. GALLEGLY. Any opposed? In the opinion of the Chair, the ayes have it and the bill is passed out of Subcommittee.
