I. Chronology of Key Events for the FLORIDA System and CSE Component
1985-87 CRIS-E public assistance system developed for State of Ohio.
1985-87 DHRS* developed separate RFPs for new public assistance (FAMIS) and CSE.
1987 RFP for FLORIDA system issued, for both public assistance and CSE functions, requiring transfer of existing system.
1988 FLORIDA contract awarded to EDS. EDS bid the CRIS-E system from Ohio for the transfer system for public assistance and the Prince George County IV-D system from Maryland for CSE.
1989-91 EDS designed and programmed FLORIDA using the CRIS-E design. The Prince George IV-D system was found to be inadequate for CSE and instead CSE functionality was added to the CRIS-E based design.
1991 DHRS FLORIDA Steering Committee decides to implement FLORIDA without full CSE functionality. Interim interface between FLORIDA and CSEMUS (CSE legacy system) developed for missing financial management functionality.
1992 System implemented statewide, still missing CSE financial management functionality.
1994 CSE program transferred from DHRS to the Department of Revenue (DOR). CSE component of FLORIDA system maintained by DHRS under interagency agreement with DOR.
1996 CSE financial management functionality added to FLORIDA.
1996-97 FLORIDA is retro fitted with changes needed to meet 1988 Family Support Act federal certification requirements.

*DHRS—the Department of Health and Rehabilitative Services, Florida's social services agency. The agency's name was changed to the Department of Children and Families in January 1997.

June 1995 ACF performs technical assistance review in Florida to assist state in determining certification readiness
December 1995 ACF issues report with technical assistance findings
January 1996 Request made to DOR and HRS executive management to obtain additional contracting resources to accomplish federal certification
March 1996 Project initiated, using existing resources
April 1996 Initial planning document delivered
June 1996 Requirements definition phase started
July 1996 Additional resources assigned to project (19 contractor programmer/analysts; 4 contractor testers; 5 state)
November 1996 APD submitted and subsequently approved for additional project resources
December 1996 Target date for second set of additional resources (9 contractor programmer/analysts; 8 contractor testers)
